Ok so I blew my chance with this girl last summer by trying to hang out
with her and another girl...recently we have been calling and seeing
each other randomly around town. and have re-gained interest in
her....problem is after i blew my chance with her she got a boyfriend,
and has been dating him for 9 months.....how do i know whether or not
there is any chance with her? and should i tell her how i feel about
her....or just keep things how it is....I am 21 and she is 19 but i feel
strongly about this girl...and also her boyfriend is not even in town he
is in Atlanta for the summer on an internship....how do i know whether
or not i am jsut being a good friend while her boyfriend is gone or
whether or not I have potential with her??

Girls tend to be really vague and treat the guys they like as friends, almost identically to the guys they have a crush on. If you really really like this girl then you should probably tell her. You only live once.
Unfortunately, it seems like she's in a pretty serious relationship--9 months is a long time. If you tell her and she doesn't like you back, then it's highly likely that she'll no longer want you as a friend because it would feel too awkward.
