im always able to start a conversation with a
girl i meet online, but than if shes not that
talkative, it always seems like im just asking
question after question like a survey. how do get

Try to ask more engaging questions. For example, "what's your favorite video game" is not engaging. Something like "my roommate's girlfriend is cheating on him, how should I tell him about it?" is engaging. She's forced to think and ask you more questions.
Some guys try to make outrageous statements to get the girl talking. Don't do that. Even worst are the guys that only talk about their interests... can't stand them.
If engaging questions don't work, I'd find someone else to chat with.
